China Entry Exit Inspection and Quarantine

Usually referred to as the Exit Entry Inspection and Quarantine Bureau, it was formed by the merger of entry-exit health and quarantine, animal and plant quarantine, and import and export commodity inspection institutions originally established in various regions in 1999, and the State Administration for Entry Exit Inspection and Quarantine merged with the State Administration for Quality Supervision, Inspection and Quarantine in 2002 to establish the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China. However, the local branches of the General Administration are different, CIQ (Inspection and Quarantine) is a national vertical management organization at the local level, while the Quality Supervision Bureau is at the local level. The administrative level of grassroots branches also varies in some places. For example, the Taicang Entry Exit Inspection and Quarantine Bureau in Jiangsu Province is a department level unit directly under the provincial bureau, while the Taicang Quality Supervision Bureau is only a department level unit. Their civil servants are also different. Inspection and quarantine civil servants are recruited in the national civil service examination, while quality supervision civil servants are recruited in the local civil service examination.

Job responsibilities of CIQ (Entry Exit Inspection and Quarantine Bureau):

（1） Implement the implementation rules, methods, and work procedures of laws, regulations, and policies on entry-exit health and quarantine, animal and plant quarantine, and import and export commodity inspection, and be responsible for administrative law enforcement work such as entry-exit inspection and quarantine, identification, supervision and management within the administrative region.

（2） Responsible for implementing entry-exit health quarantine, infectious disease monitoring, and health supervision, responsible for the prevention and control of infectious diseases at ports, responsible for the management of vaccination and infectious disease monitoring and physical examinations for entry-exit personnel.

（3） Responsible for implementing inspection, quarantine, and supervision management of inbound and outbound animals, plants, their products, and other quarantine objects, monitoring and investigating animal and plant epidemics, and implementing emergency prevention measures for animal and plant epidemics.

（4） Responsible for implementing statutory inspections and supervisory management of imported and exported goods (including food), conducting general packaging and export dangerous goods packaging inspections, and managing the identification of imported and exported goods. Responsible for implementing foreign investment property appraisal and handling import and export commodity re inspection work.

（5） Responsible for implementing health and quarantine registration for production (breeding, planting), processing, and storage units of imported and exported food, animals, plants, and their products. Responsible for implementing import and export safety and quality permits and export quality permits. Responsible for implementing import and export product and laboratory accreditation, personnel registration, and supervision and management.

（6） Responsible for the entry verification of civilian goods subject to the national import licensing system, and for the relevant exit verification of exported and transit goods.

（7） Responsible for implementing hygiene supervision, quarantine supervision, and relevant load capacity inspection and identification of inbound and outbound transportation vehicles, containers, and containers. Responsible for the management of hygiene and pest control treatment of inbound and outbound transportation vehicles, containers, packaging materials, bedding materials, and goods.

（8） Responsible for implementing international agreements, protocols, and agreements related to quarantine and inspection signed by the state, relevant departments of the State Council, and the State Administration for Entry Exit Inspection and Quarantine. Responsible for the implementation of technical barriers to trade agreements and quarantine agreements.

（9） Responsible for issuing entry and exit inspection and quarantine certificates, labeling and sealing, and supervising management. Responsible for the visa work of export goods' Generalized System of Preferences Certificate of Origin and General Certificate of Origin.

（10） Responsible for the statistics of entry and exit inspection and quarantine business, investigating and collecting foreign infectious disease epidemics, animal and plant epidemics, and the quality status of international trade commodities, and providing relevant information.

（11） Responsible for the supervision and management of various foreign-related inspection, quarantine, appraisal, and certification institutions (including Sino foreign joint ventures and cooperative institutions) as well as health and pest control treatment institutions.

（12） Undertake other tasks assigned by the higher-level Entry Exit Inspection and Quarantine Bureau.
